Japanese "Qualified Invoice" System Creates A Problem for Translators 国税庁さん、グローバル化してください!

来年10月に消費税に適格請求書が導入されるのをご存じですか。それに関するボヤキです。(英語の後に日本語が続きます。)
Next October, Japan will implement a qualified invoice system for consumption tax (i.e., Japanese value added tax). And this may create or may have already created a problem for translators. 

Businesses in Japan have been busy preparing for this new system, which is understandable because under the new system, buyers cannot claim input consumption tax credits if they don't have qualified invoices. And this makes the system also important for sellers. Sellers should be requested by buyers to issue qualified invoices and in order to do so, they need to be registered... 
 
Something has been bothering me, however. People call a qualified invoice "invoice" in Japanese. In other words, in Japanese, INVOICE means QUALIFIED INVOICE....??? I have clarified the issue in the table below.

Now you understand why I'm irritated. More irritatingly, the National Tax Agency ("NTA"), i.e., the tax authorities in Japan, call (or may have started to call) qualified invoices in such a stupidly confusing way. If you read Japanese, go to this NTA's website! The website specifically says in Japanese "qualified invoice (i.e., invoice)".... The NTA has created a new problem for translators!! 

来年10月に消費税に適格請求書が導入されるのをご存じですか。インボイス制度とも言われています。ここで問題!インボイス、つまり英語で「invoice」の意味をご存じですか?(ピッ・ピッ・ピー♬)「Invoice」は請求書っていう意味なんです。つまり下のようになります。
